wifi1.1 is bouncing up and down

I have to AP 170s that I am using to bridge two building together. The Mesh (or remote end) is having issues with wifi1.1 constantly going up and down. The mesh side is set up using 802.1q bridging with the Ethernet port. This remote end has no other connectivity to the local (portal side) of the bridge. THis is where the HiveManager and all services exist. I've checked power and even swapped the Mesh side hardware (AP).

Are there any obstructions, or do you have clear line of sight? Do you have any way to survey the air with a spectrum analyzer? Metageek has a nice product.

There are no issues with the Radio spectrum.  It is only wifi1.1 on the Mesh end that is having issues.  The 5 GHz radio on the portal end stays up solid but reports retransmits every time the remote radio bounces.
