Its actually a rate over range improvement.  You get more throughput at various ranges.  The output of any RF device is regulated by FCC and their counterparts around the world so you can only transmit so much EMF energy from the access point.  What 802.11ac does is increase the modulation (Up to 256 QAM where 802.11n stopped at 64 QAM) so you can transmit more (and more importantly the receiver can recover more data) at shorter distances before backing down to lower "resolution" modulation as the signal degrades with distance. So at shorter ranges you can design for higher throughput but the power transmitted doesn't change and the range is determined by material between the sender and receiver.

The other throughput factors are more around spatial stream capabilities and channel bonding properties - again, not factors in range.
