i found this debug message "do nothing because capwap status is 3"
what does it means?

I see that no one else has replied. CAPWAP status 3 is "idle". I don't have an explanation for why your AP fails to establish a CAPWAP connection with your HMOL instance, other than interference by the BlueCoat proxy server. FWIW, our QA team only tests the CAPWAP-over-web-proxy scenario with the classic Squid proxy server, we do not have a BlueCoat in-house.

I can understand why an organization may want all USER traffic to traverse a proxy server, but not infrastructure protocols such as this. Would it be possible to bypass the BlueCoat for your CAPWAP traffic?

Do you have the management traffic for your APs in a dedicated VLAN and IP address space to help facilitate the bypass that Mike rightly suggests?

Because of latency and reliability concerns, and the potential for really annoying, tricky to debug issues, I would only pass CAPWAP via a Web proxy as an absolute last resort when you have no other realistic option available. This is often only where pragmatism is applied due to politics more than anything technical in nature.

I would go further though if you can...
Proxy servers in general, where not used in a reverse proxy role for content hosting, are an anachronism and normally ineffectual for the typical high bandwidth consumers these days anyway.

They are all the more an anachronism where they are not transparent / inline via the default gateway requiring client configuration somehow.
