What could be the reason for an SSID to work perfectly in one network policy, yet fail to allow connections in another?

I have an SSID (WPA2) that works on my main Network Profile. I cloned that profile as a test network. Inside of the test profile I removed an Open network, and added one with a Captive Web Portal. When I deployed the test profile to a couple of AP121's (HiveOS 6.1r6.1779) the unchanged SSID failed to allow connections.

are you using AD to authenticate? WPA2 enterprise? are you using RADIUS?

AD? No. Enterprise? No, Personal. RADIUS? No.

Is the SSID mapped to the same User Profile and VLAN in both Network Policies?
