USB Modem (ZTE): BR100

We have a demo BR100 we use to show clients how quickly and easy it is to get a mobile office working. We have a few BR100's in production providing Cellular Internet access using the USB port. For the ones in use we have managed to pickup a few Sierra wireless cards that work out of the box.

We just purchased a new ZTE Modem that we can get to work if we Factory Reset BR100 and then via console configure the modem with the following:

usbmodem mode primary-wan
usbmodem modem-id hiveui_19d2_1405
usbmodem modem-id hiveui_19d2_1405 connect-type atcmd-directip
usbmodem modem-id hiveui_19d2_1405 apn telstra.internet
usbmodem modem-id hiveui_19d2_1405 vendor-id 19d2 product-id 1405
Soon after these commands are entered we can access the internet and everything works. However as soon as we push our mobile policy the modem will not work. The settings persisted and the show usbmodem info show the modem correctly configured. 

Can replicate by resetting BR100 and start from scratch. 

I have checked the policy and cannot see anything that would prevent it from connecting. Any ideas?
