Unable to ping between two devices on the same SSID

I have a reoccurring visitor to our network who wants to set up a raspberry pi and be able to communicate with it from a device such as a mobile phone or tablet. I have enabled Inter-station Traffic, ping and SSH for the SSID in particular and have checked out the IP Firewall policy applied to that AP and nothing seems to be being denied but still unable to ping between two windows devices.

Any ideas?

Can one ping from windows to windows when not on wireless, i.e. is the windows firewall disabled?  If you ssh into the AP, can it ping each device?  Can the devices be pinged from elsewhere?  Can Linux/pi ping Linux/pi?

Dianne is correct in that the default MS Windows firewall will not respond to ICMP by default.  I'd start there as it looks like your WLAN settings are correct.
