txq overflow

We had reports of no connectivity and/or very slow degraded speeds, very high ping times and/or timeout's.  After much troubleshooting, I couldn't find anything showing up with interference, CRC issues or anything.  I finally looked at the logs of one of the AP's in the area of complaint and found the following logs repeatedly shown:  
2017-09-06 10:53:48 info    last message repeated 583 times
2017-09-06 10:53:46 info    kernel: [wifi]: wl1: wlc_txq_enq: txq overflow
I believe this is saying that the Transmit Queue (AP to client) is full and the packets are not able to be sent.  I do not know where I should start troubleshooting this issue. 

Can anyone point me to what I should check/adjust to resolve these? I am assuming they are a concern, are they?

The AP's are all AP230's.
