Tarpit student phones?

At the school where I work, we have a written policy here that students are not supposed to use cell phones during the day. Is there a way to easily tarpit cell phones that are identified as student cell phones? I don't want to knock them off the WiFi network completely as that will make the phones shift to cellular data, but would like to make them unusably slow.

You can do Hide Option Client Classification Policy

Enable user profile reassignment based on client classification rules
including operating system.  I guess if the phone OS didn't match any legitimate OS, you could do that.

Or you could lock down the legitimate networks and set up a BYOD network with a policing rate limit to 1K or something.

This might not be the best solution but I use MAC Filters under Advanced Configuration > Security Policies.  This does require identifying individual phones to be blocked and entering the MAC in the list.
