Support tagging VLANs to wired and wireless clients

It should be possible to tag VLANs in to the connection for both wired and wireless clients but, at present, this does not appear to be a feature that is implemented in HiveOS.

Additionally, for 802.1X clients, it should be possible to do so by using the extended string format of the Tunnel-Private-Group-Id AVP in a RADIUS Access-Accept to achieve this.

Both of which would use assign VLAN 3 untagged to a connection, while tagging in VLAN 6 and 9.

Furthermore, it would be great, for interoperability reasons, if HiveOS could parse the defacto extended string format standard so that, for the moment where tagged VLANs are not supported, the OS would be able to discern the intended untagged VLAN from the Access-Accept rather than being unable to process the Tunnel-Private-Group-Id AVP.
