Setup a WiFi Server on my neighborhood

I would like to setup a "wifi server" 
I would like a Internet Cafe captive portal monthly subscription.  
When some on comes and ask for a subscription, I set them up for a month, then when the month is up, their access is revoked and I would have to go and activate it again.  
I was thinking of setting this up with radius server, but I am not sure if that would be overkill.  I have seen the captive portal capabilities of pfsense, but I dont know if there is a better solution.  any ideas??

You could give them a temporary password to the network, that changes every month, and is very complex, like: U3bRW32neFV

It's probably not exactly what you were looking for, but it's a simple TEMPORARY solution, until you get something real set up. You could also set up a web server where they need to log in to gain access to the network.

Aerohive's PPSK would probably work decently well for this sort of scenario.
