Roaming and DHCP issues

We are using HiveManager along with Packetfence for our NAC solution. AP's are mainly AP250 and AP550. We have several switch stacks with an AP connected to them, all switch stacks and AP's are on different subnets\vlans. Up until a few weeks ago the wireless solution was working well but now we have the following issues:
  • A client connects to an AP on switch stack 1 and successfully gets an IP from Packetfence on the registration vlan
  • The user authenticates and gets an IP address from a linux dhcp server on the production vlan
  • When the client moves to another AP it does not automatically reconnect to the AP (Keeps the original IP and connectivity remains fine)
  • Issue a forget network on the device and it connects to the AP on switch stack 2 but never gets an IP
The same happens if a client connects to AP on switch stack 2 and then moves to switch stack 1. Rebooting both AP's then allows the client to connect to the closet one but roaming and DHCP still fails when moving AP's. Switches appear to be configured fine and DHCP scopes are also fine. I believe L3 roaming is enabled by default, any ideas why these issues may be occuriing now?
