Can Aerohive prevent computers on the wired network from connecting to outside Wifi  Networks? I remember this being a feature on some Aruba Wifi systems in the past. Basically it sends a deauth to the client. Otherwise this has to be done on an agent in the computer or Wifi supplicant.

Prevent? No. Mitigate once we observe it? Maybe. We call it rogue client detection, and under the sheets we accomplish it by sending de-auth messages to the client, just like everyone else.

I say maybe because our rogue client detection and mitigation looks for a wireless client that has connected to us, then while still in our range connects to a 'foreign' SSID or access point. If the client never enters our wireless domain in the first place, then we won't consider it a rogue.

Now that we have a line of switches, we are looking into ways we can improve this by leveraging what we can learn from the switches which may possibly cover the situation you describe, but I think you are asking about already-available features and not future plans.
