No HT 802.11n rates only on Tx?

Why would I limited to 54 Mbps on Tx only?

This seems completely weird, and I've combed through my radio profiles and SSIDs and can't find the culprit checkbox...

WPA2 Enterprise with AES encryption using Aerohive RADIUS (PEAP/MSCHAPv2)
Disabled data rates: 1, 2, 5.5 Mbps
WMM Enabled
40 MHz in the na profile
3 AP330s

it's happening to clients on all APs so it's for sure a global config I'm missing.

Any help would be appreciated. Thanks!

Have you updated to HiveOS 6.1r3b?

From the release notes:

"Disabling transmission at one or more of the default basic data rates caused Aerohive devices to switch from 802.11n to legacy mode, resulting in much slower throughput."
