maximum number clients private psk, which gets priority?

Hi, we have limited the number of clients per private PSK to 3. What I'm wondering is how a device is given connection priority over another? So for example I input the PSK on 5 devices, how are 3 of those chosen from those 5? Is it just the first 3 to connect then if I want the other 2 to connect I just disconnect 2?

The PPSK will MAC bind to 3 unique MAC addresses then, deny any other requests to join using that unique PPSK. We have limited to 1 device (MAC) per PPSK, and if the end user (students) needs another we create another.
