Is there a limit on the number of roaming neighbors listed?

We have 42 AP's spread out across the globe that we manage through one on premise HiveManager. When I am setting up the last three AP's, I am unable to select them in the Include/Exclude list for Roaming Neighbors. The first 39 AP's are listed, but I don't see any of these three in the list. The only difference with these AP's is they had a different name, but were deleted from the system and re-configured with a new name. Could that cause this issue? We are currently running HiveManager version 6.1r1. I know we need to update, but we are having issues backing up the database, so I am working with support on that.

It turns out we needed to activate the configuration on the AP's first, then we could add them as neighbors. Aerohive support mentioned needing static IP's to do this, but we had done the config and neighbors without pushing the config before. So this must have been a one-off issue.
