To enable VLAN Pooling, you have to use the Supplemental CLI (or you can use the CLI on each individual AP). The 2 commands that you need are:
 vlan-group <group name> <VLAN ID> <VLAN ID>
 user-profile <profile name> vlan-group <group name>

For example, let's say we have VLANs 100, 101, 102, 103, and 104; we are calling the VLAN pool StaffPool; and the user profile is called Staff. Here is what the commands would look like:
 vlan-group StaffPool 100 104
 user-profile Staff vlan-group StaffPool

Unfortunately, this is one of those commands that can only be entered via the CLI of the AP. So the use of the Supplemental CLI is needed if you don't want to have to login to each AP to issue the commands.

As for CLI access to HM NG, you don't get that. Aerohive removed user access to the CLI of HM NG :-(

I should also mention that this is going to be dependent on HiveOS version. I believe this is only fully available in HiveOS versions greater than 6.6r1. Even though the vlan-group command is available in the golden 6.5 versions, the user-profile vlan-group command is not. So you can create the VLAN pool in 6.5, but you cannot apply it to a user-profile. I tried on 6.5r7 on AP121, AP230, AP330, and AP390 and the user-profile vlan-group command is missing. But on an AP250 with 8.0r1, it is there.

Hopefully someone from Aerohive or someone with more knowledge on this can chime in. It could be that they just forgot to add the command to 6.5.
