How to activate a permenant account whilst one AP is down

When all of my 40 AP's are on-line there's no problem in adding a permanent account in the user manager. At this moment in a sublocation an AP is down for some weeks we can add permanent users but activating fails. Is there a way to activate a user in location A without first have to wait before all the AP's are online?

UserManager requires all APs to be up to work properly. If you have APs that are down for an extended period, the best thing to do is to create a dummy network policy and assign that policy to the AP in HiveManager (you just need to assign it, you obviously can't push any configuration to the AP, as it is offline). By doing this, that AP is no longer referencing the SSID which is associated with UserManager authentication and therefore UserManager doesn't need it to be online.

Once you are able to get that AP connected back to HiveManager, re-assign it the proper network policy again.
