HMNG - RADIUS - Windows Device not connecting

Hi, I have a School customer which has issues with 802.1X after the Summer break.  Nothing has changed on the network side as the school was closed. I see HMNG has updated a few times.  They use 802.1X on Win2008 Server.  Android and Apple devices can connect but no Window device can.  I checked config NPS policy which uses PEAP and have unticked the less secure options.  I have checked Event Logs on server and Auth Type is PEAP for both requests.  The non-Windows device can authenticate but the WIndows laptop returns an error: "The certificate chain was issued by an authority that is not trusted".  Any ideas for troubleshooting?

Not sure if Server 2008 was affected by this issue, but it might be worth researching:

I have made registry edit on a Windows Server 2008 R2 as suggested in article and now RADIUS is working again. Just to assist and confirm Win2K8 R2 is affected.
FYI, this would be preventable I think if we were using a public SSL to exchange information. So, that is next step.
