Guest access using only PSK at the web portal.

can I create a guest user access ssid and use the web portal to key in the PSK generated. I don't want to key in the PSK at the windows level, need to use it at the web portal level. can this be done in aerohive.. ?

This is a chicken and egg problem. A Private PSK or PSK is a passphrase that is used to create a key for layer two authentication. That key allows the wireless client to join the WLAN. A web portal is HTTP based so occurs at layer seven. What this means is that you cannot access a web portal before using a Private PSK or PSK to authenticate to the WLAN.

When you connect at a cafe using a captive portal the layer two authentication is open (no key) and the encryption is done by a certificate housed on the wireless LAN controller (layer seven).

So you can't enter a Private PSK or PSK into a web portal and use that Private PSK or PSK to authenticate to the WLAN as to see the web portal you must have already authenticated to the WLAN.
