Guest Management Admin Role

Hi 
I am trying to create a new limited administrator with access to the User Management Interface only.  
I am using Aerohive HMNG Select. 
I have created the new adminaccount in the Global settings\Account Management.  I have chose the role "Guest Management"
  • Guest Management role provides access to create network credentials.
For this role only, I am unable to chose my location.  All other roles I can chose the location.

When I log on using newly created admin account, my default home page is the User Management Interface.  However, my user groups are not available to me either by default or in search.
Also if I try to generate a password I get an error "unable to access data".
Is there something else I need to enable to allow me create accounts?
Basically, this account will be for Receptionist to generate guest accounts.
