I want to use the Eth1 port on my AP230 to connect my desktop to the network. I have it set to bridge access, selected a user profile and added the desktop's MAC address as an object..not sure what else I need to do or if that's even the right way to get this to work..

Make sure your AP230 is powered by 802.3at/PoE+ or using the AC Adapter. The secondary ethernet interface (eth1) is disabled unless higher power is used.
If you run show [system power status] or [show system power mode] to check the current PoE status on the AP.

It depends if it is a 802.3af/PoE or 802.3at/PoE+ injector.

Sorry, actually I think this is what we have. https://www.amazon.com/PowerDsine-PD-3001-Adapter-Shoretel-Mobile/dp/B0091X7T3S which doesn't look like it supports the AF/AE..

Yes, this doesn't seem to be 802.3af Standard. I would recommend using an standard 802.3af PoE Injector at minimum.

Okay, I'm going to try to get a power supply in the meantime and see if that brings the Eth1 port up.

Looks like you are only running AF mode (802.3af/PoE). you will need to use 802.3at/PoE+ which provides more power in order to use Eth1.
