iBeacons operate with no bluetooth connections. In other words, the bluetooth beacon is not paired with the smart phone.

The mobile app will need to know the UUIDs to do something when it sees the beacons... #iBeaconWebinar.

Mike has it right.  The Bluetooth mode is not one that requires pairing.  iBeacon advertisements can be received without being paired, so you don't need to do any setup other than installing the app.
