devices are configured, are up, radios are on but I'm not seeing their ssid broadcast

Have you created a network policy? Have you pushed the policy out to the access points? Once policies are created, a policy must be pushed. 

From the guided configuration page, push the 'continue' button in the top right, then select the AP(s) you want to push the policy to. Then click the 'update' button > update devices.
