* World Mode - These access points can utilise country codes to comply with different country's wireless regulations.
* FCC - These access points are configured to comply with the US wireless regulations and cannot be changed to support other country's wireless regulations. This is an FCC requirement for access point sold in the United States.
From what you are describing you have FCC rather than World Mode access points. If they are new I would return them to the reseller for replacement as FCC access points should only be sold in the mainland United States and its territories.
