Configuration of 802.11r on AP141

I'm trying to setup a network using two AP141 with 802.11r (fast roaming) enabled.
Therefore I defined a hive network on both APs. For authentication wpa2-tkip-psk is used.
802.11r was enabled by the command:
security-object <string> security ft
As client there is a linux laptop with an usb dongle (mediatek mt7610u). Authentication is done by wpa_supplicant and the parameter
key_mgmt=FT-PSK
But the establishment of a connection fails.
So, are there any other things which have to be considered to setup 802.11r?

The traffic was analyzed with wireshark. Both AP and client messages contained 802.11r specific elements but no connection could be established.

Have you tried using WPA2 with CCMP (AES) for 802.11r?

Yes, I tried WPA2 with CCMP but it didn't work.
Anyway, I guess the mistake is on client side not on the AP side.
