Why clients connecting to SSID with no user profile active

We have students connecting to a SSID using ppsk profile at school (day time) and a 2nd network policy, differing APs same SSID but with different user profiles (schedules applied) at night which has worked perfectly for years
unfortunately we have students stealing others ppsks to obtain better scheduling rights so I have changed the 2nd network over to a radius SSID and profiles.\

The intent is that they connect to network 1,SSID using ppsk during day at school and 2nd network, radius to different SSID and user profiles at night.

This does work but I have found an unexpected bug where because the radius SSID does exist in both networks that students automatically connect and aren't forced to swop back to the ppsk SSID during the day.

I assumed that because the students don't have a user profile in the SSID for day they wouldn't be able to connect to it during day. this is certainly the case when using ppsk

note policy lindisfarne is daytime and is set on one set of APs
policy lindisfarne boarding is night and is set on totally different APs
ISSUE: students get a connection to wlan during the day when connecting to Lindisfarne APs using Lindisfarne Policy
this all worked when all was ppsk.
I can probably set time limits at the radius server but am curious as to why this isn't working as expected.
