I would like to create a wireless guest network for a max of 12 users with a captive portal.  What equipment do you recommend?

I'm sure someone can help you set a captive portal deepening on the vendor, however, it is my understanding that captive portals in the eyes of most wireless experts are taboo. Meaning, don't do it! But of course, if you must, hopefully someone can help.

Hello Adam,
Maybe you can create a (PPSK) Private PSK secured network?
There is an option to set the maximum numbers of clients per PSK.
You can also Enable a captive web portal with use policy acceptance.

I would recommend at least WPA PSK/PPSK enabled network for encryption purposes, and enable a use policy acceptance profile on it, if you wish to. But can you tell us more about the type of users? are these guests? employees? contractors?

Depending on where the users are situated (single room? spread out over a building) you can determine your amount of AP's. My guess is that the aerohive AP121 or AP230 (if you would like to have AC) are suitable for this purpose.
