Cannot create permanent accounts in User Manager

We have a guest SSID and are able to add temporary accounts but we want to start using permanent accounts for staff personal devices. I have tried everything to be able to use the Permanent Accounts section, of the User Manager, but it doesn't work. I can create permanent accounts through the Hivemanager server.

Might need a bit more context here, Eric.  But I've done this with PPSK groups and having a Local User Group with the following settings configured on the SSID.

If you're trying to do this differently, please explain more and we might be able to assist.

Found the issue under "User Profiles". "Allow user profiles to be managed with User Manager" was not checked..... :-)

Well done Eric, this is an easy one to miss and has caught me out in the past! 

I believe the reason the checkbox is there is that you might want the User Manager to be able to create accounts for untrusted  Personal Devices, but not accounts for fully Trusted accounts (which would be under a different User Profile)

One issue that can cause activation issues with permanent PPSKs is having a single access point offline - this causes the activation to fail.   This issue was resolved in early 2013 but the issue has popped up again and the current firmware versions (6.5r8b and 8.1r2a) are affected.
