Buying or selling a used device - hive manager online

I'm curious about aerohive.  I like the product but I've been told that if I buy a used device, Aerohive will refuse to sell me subscription to hive manager online -- and likewise if I wanted to sell some of my excess aerohive devices they would be worthless to anyone since Aerohive would refuse to sell a subscription to the buyer.   Is this true?  And why does Aerohive do this?

My company get 10 used AP120 on ebay to a god price. Very hard to get Aerohive to accept that. After a long conservation with all the purchace ordre and seriel nummer paper we get licens, and a transfer fee for each AP120 run up in around 50 us $, and licens fee 60 $ pr. year. We get them in US, and now the Ap120 is in Denmark, The hardware warrenty is lost when transfer . It was a hard task to trasfer them,

If you are in the US you should only purchase access points within the US to ensure they comply with FCC regulations.   You will notice that the country code is locked to the United States and cannot be adjusted.

Outside the US you should purchase access points from outside the US as these are world mode access points and through the use of country codes can be configured for use in your country.  The configuration of the correct country code ensures that the access point complies with your country's regulations.
