Create a new SSID for your testing and assign a new testing user profile to it. For ease of testing you may just want to create a new SSID with a single passphrase for authentication.

In the new user profile go down to the QoS Settings area and click on the "+" icon to the right of the "Rate Control & Queuing Policy" drop down menu. You can now create a new per-user rate limit:

In the example above the user is rate limited to 800 Kbps.

Save the new rate limit and you will be returned to the user profile screen.

In the "Policing Rate Limit" fields set the a/b/g mode and 11n mode fields to 800:

Save the user profile and you now have a user who cannot exceed 800 Kbps.
