Need some inputs on this concurrent user per AP or per radio basis. As per my understanding the AP121 can support maximum of 200 users and its 100 per Radio. How about AP 230 which is 802.11ac which only for 5GHz Radio. Please advise.

You should expect the same limits. You may know this, but just to make sure: The AP 230 still offers 3x3:3 802.11n at 2.4 GHz.

If you are designing for high density, you should read this whitepaper:

Don't confuse connections with acceptable service usage.
not all clients are created equal and most likely you will have a mix of client devices all with different limitations.

According to Matthew's Gast's 802.11n survival guide
a good rule of thumb is 20 to 30 clients per AP when factoring in client count, density and mix
