AP230 2.4G radio stopped working, Channel RF overcrowded

I noticed 2.4GHz clients were disconnected, repeated reconnect and failure. I rebooted the AP and still none of 2.4GHz clients can connect. It looks like AP is not even sending beacon any more.

in the log, I get a lot of kernel: [wifi]: wl1: wlc_ampdu_tx_recv_delba: AMPDU OFF: tid 0 initiator 0 reason 39

I don't understand why beacons are not being sent over 2.4G radio
