2.4 GHz radio is off but AP still shows 45% 2.4 GHz Rx channel usage

I have an AP330 and an AP121 on which I've set the 2.4 GHz radio Admin State to Down but I'm still seeing a lot of 2.4GHz Rx channel usage and a small amount of 2.4 GHz Tx channel usage.   Other AP's on which I've down the same don't show this activity.  I was wonder if anyone can explain to me what's going on - what that channel usage indication means with the radio in the Down state.

The information you see is just the counter that was collected when the interface was up. You will need to clear the counter of the int wifi0 and all sub interfaces manually if you want to reset the counter. Shutting down the interface does not clear the counter.

The number of sub interfaces depend on the number of SSID on the radio. If you have three SSIDs you have to do the following in order to clear the counter.

clear interface wifi0 count
clear interface wifi0.1 count
clear interface wifi0.2 count
clear interface wifi0.3 count

I've executed the clear commands for the two SSIDs I've set up - wifi0, wifi0.1, wifi0.2 as well as wifi1, wifi1.1, wifi1.2 - but I'm still seeing a lot of 2.4GHz Rx and Tx channel usage on a couple of APs, as well as a small amount or 2.4GHz interference (even though the radio admin state is down). 

There are non-Aerohive APs in the vicinity using 2.4GHz spectrum but I thought as long as the 2.4GHz radio's admin state is down on the Aerohive APs they wouldn't pick it up or report it.
